This can be repaired in a couple different ways; there is directional boring, Horizontal boring, or excavating and back filling if it is the only way that it can be done. Boring the water line is by far the best approach as long as it can be done. There is only one or two small holes that have to be dug to get the tools in and drill out the ground rather than digging up and disturbing the entire yard with excavation equipment. It can usually be done and hooked up inside of one day rather than having a two or more day project. On occasion the only option is to dig a trench and install pipe the old fashioned way, but as technology develops this technique is used less and less.
